This new rule is years past due… too many poor calls have been made in the NFL recently regarding fumbles and incomplete passes.  Often, the play is not reviewable, based solely by the call on the field.  If the ref rules it a certain way, the play became un-reviewable.  This was a stupid rule, however, since it depended on the referee to have called the play “to leave it open for review”; this didn’t happen often enough unfortunately.
